  • Changes: Cost to steal 2<3 per advancement token.

  • Pros: Neutral 5/3 with a good effect, nice for Exchange of Information decks, like @Aowashi's Trade Offer. Also good in Punitive Counterstrike decks.

  • Cons: 5/3s are bad without Punitive or EOI-type effects to take advantage of them.

6/10 Make all agendas NAPD Contract.
