Pros: You cannot be decked! Even Noise: Hacker Extraordinaire trying his hardest usually cannot mill over 1 card a turn. Jackson Howard can keep this up to standards. This is good out of Twins Foundry decks, to put the trashed ice back in the deck to be searched up again. You can also play this out of Industrial Genomics: Growing Solutions to put face-up cards back and get a Museum of History type effect. (Context: MOH netrunnerdb.com had the worst ratio of disgustingness to innocent appearance ever.)
Cons: 5/3s are kinda bad.
6/10 Nice neutral 5/3, could see play in Exchange of Information decks.
