Changes: Rez cost 2>1. A and a for a net damage is Neural EMP value.
Pros: Neural EMP except it's an upgrade. Decent cost. Tori Hanzō loves dependable run net damage.
Cons: Region, so you are losing out on NeoTokyo Grid. Just kidding, NeoTokyo Grid is bad, but no SanSan City Grid, Crisium Grid, or Valley Grid. Crisium Grid is a nonbo, nonetheless.
