I haven't tested this at all, since my card pool is just Opening Moves, but when I saw that Argus Security: Protection Guaranteed had 40 min deck size, I wanted to build this. You have only 4 agendas, which the Runner will die if he only steals 1, though he will win if gets 2. This seems to really fit Weyland's flavor of "I am unstoppable! Hey, don't do that, please, please.!" loses
GRNDL Refinery is because I usually play decks multiple times against the same opponent, and he will know that anything with a bunch of counters is an agenda otherwise. It also makes a bunch of money.
Everything else I kind of just threw together, mainly to illustrate the point. I don't think there are any other ways to get lower than 11% percent agendas. I will definitely fix this up once I get up to O&C.

Just played this on Reteki against Trostonoider's Borrowed Satellite Hayley Kaplan: Universal Scholar deck with Duggar's. Needs more econ. I'll cut Will-o'-the-Wisp for another The Root and turn the Hadrian's Wall into Fire Wall.
